- Always talk to a human on the phone. Never rely on e-mail only communications to conduct a transaction on-line. As a corollary, try to get two different phone numbers (ie work and home) and verify that both are valid.
- Always get a physical address. Never mail any money to a P.O. Box, mailstop, or route box.
- Hash out shipping and postage before you decide to buy.
- Verify that what you're buying is what you want to buy. Make sure that you have recourse if the item is DOA (ie some sort of guarantee).
- Get a receipt!
- Never, ever under any circumstance pay in cash. Try to pay with a personal check if at all possible. This allows you the greatest power in cancelling the check and/or getting money back if something should go wrong. If the individual wants you to pay by credit card, ask yourself, "How can an individual process a credit card?" Ask the seller, too.
- Consider a physical meeting if your locale permits it. Isn't driving for an hour or so worth not getting jipped for a piece of hardward you're about to shell out big bucks for?
- If the seller is a minor (under 18 in most places), talk to their parent or legal guardian to make sure that everything is kosher.
- Ask if this person has sold stuff on-line before, and if so, try to get a reference.
- Make sure you know exactly what's included. If you're purchasing hardware, make sure you know whether or not it comes with pin-outs, docs, or drivers. If it's software, make sure it comes with manuals and dongles. Also check with the manufacturer to see about a transfer of ownership.
